Peter Soulsby: I suspect that the Secretary of State may share the disappointment felt by hon. Members on both sides of the House that the Government felt it necessary yesterday to vote against new clause 4 of the Energy Bill, which would have paved the way for the introduction of renewable energy tariffs.
