Debate - Rail Network

Friend agree that there is a lot to be learned from the success of congestion charging in London and the subsequent investment in public transport that it has made possible? Does she agree that making motorists pay a realistic price for using their cars and investing the proceeds in rail is an environmentally friendly alternative for long-distance and community use?
